| What is Every Child Matters? |
- Every Child Matters (ECM) is a set of reforms supported by the Children Act 2004. Its aim is for every child and young person, whatever their background or circumstances, to have the support they need to:
Stay safe Be healthy Enjoy and achieve Make a positive contribution Achieve economic well-being
- This means that agencies and organisations that provide services to children and young people from hospitals and schools, to police and voluntary groups, are teaming up in new ways, sharing information and working together to protect children and young people from harm and help them achieve what they want in life—to meet their full potential.
| How does ECM impact on the Voluntary and Community Sector (VCS)? |
- In July 2009 the government produced the ‘Third Sector Strategy and Action Plan’ in which it recognises and values the importance of the VCS and is committed to taking account of the differing needs and potential of small local organisations as well as large national players.
- The government is keen to encourage the VCS to share in the responsibility of improving the welfare of children, and to work within the framework of Every Child Matters.
- This will impact on the VCS as funding bids will become increasingly reliant on evidencing positive contributions to the 5 outcomes.
